State rules
How electrical work is regulated in Massachusetts
Licensing. The Board of State Examiners of Electricians licenses electricians (Board page). State law requires electrical installations to be done by someone it licenses, and the exceptions it lists are for people who hire a licensed electrician, apprentices working for one, and employees who don't do the electrical work themselves (M.G.L. c.141 §1A). A business must hold a license in its own name with a master electrician as licensee of record (237 CMR 16.03). Look anyone up on the state license lookup.
The inspector of wires. Every city and town appoints an inspector of wires, and towns can share one (M.G.L. c.166 §32). Wiring done for hire has to be reported to that inspector on the state's uniform permit form before work starts or within five days, with a fine of up to $500 for skipping it, and the inspector approves or rejects the finished work in writing (M.G.L. c.143 §3L). Towns can accept the form electronically but can't require electronic filing only (state memo).
The code. The Massachusetts Electrical Code, 527 CMR 12.00, is based on the 2026 National Electrical Code with state amendments and took effect April 24, 2026 (Massachusetts Electrical Code). Work can't be concealed until it has been inspected (527 CMR 12.00, Rule 10).
The utility. National Grid is the electric company for every town we cover (state utility lookup). For a service upgrade, the electrician applies to National Grid and schedules the disconnect and reconnect, and National Grid won't reconnect until the town's inspection is approved (National Grid guide).

FAQ
Massachusetts electrical questions
Who licenses electricians in Massachusetts?
The Board of State Examiners of Electricians, part of the Division of Occupational Licensure. The state lists journeyman and master electrician licenses; a master license requires holding a journeyman license first.
Can I do electrical work on my own house?
The state licensing law has no simple exception for homeowners, and towns handle it differently. Tewksbury, for example, says a Massachusetts licensed electrician must pull the permit and do all the work. Ask your town's inspector of wires before doing anything yourself.
Who is the electric company in Greater Lowell?
National Grid. The state's utility-by-town table lists it as the only electric company for Lowell, Billerica, Chelmsford, Dracut, Tewksbury and Westford. Some of these towns buy their power supply through an aggregation program, but National Grid still delivers it and handles outages.
Do electricians need home improvement contractor registration?
Not for electrical work alone. The state's HIC rules exempt licensed electricians working only within the scope of their license.
What does it cost me to use New England Electric Pros?
Nothing. We don't charge homeowners for the request or the referral; the electrician prices the job.
