Permits and inspections
Wiring permits in Chelmsford
In Chelmsford, wiring permits go through the Building Department/Code Enforcement Division, which encourages online applications through Permit Eyes (online permitting).
- Electric company
- National Grid
- Permits issued by
- Building Department/Code Enforcement Division, 978-250-5225
- How to apply
- Online through Permit Eyes; paper is accepted, but review starts only once every required document is submitted online
- Electrical inspector hours
- Office 8:30–9:30 am weekdays; inspections 9:30 am–noon weekdays
- Posted residential fee
- $80 for one inspection, $150 for two or more
Fees and timing. The town's permit fee page lists residential electrical permits at $80 for one inspection and $150 for two or more, and a $100 reinspection fee can apply to a missed appointment or work that fails. Off-hours shutdown inspections cost extra and are by appointment only (permit fees, Building Department). A home battery system also needs a $50 residential permit from the Fire Department (Fire Department fees).
Wires in the Center. A 1999 town bylaw bars new overhead utility lines on public ways in the area it covers, other than replacements or upgrades, and requires overhead facilities in Chelmsford Center to come down under a plan called the Chelmsford Center Utility Depression Area (Chapter 119). The Select Board's 2024 report says it now requires National Grid to give monthly updates on removing double poles (2024 Annual Town Report).
Historic district. Chelmsford's local historic district, the Chelmsford Center Historic District, was created by a 1975 bylaw that set up a Historic District Commission (bylaw). If a job changes the outside of a house there, such as a new service mast or meter location, ask the Commission before you sign.
Licensing. We look up an electrician's Massachusetts license before referring them, and you can check any license yourself on the state license lookup.
Last verified November 2026. Fees, restrictions and deadlines on this page are due for re-checking by June 2027. New England Electric Pros is a referral service. We don't pull permits or do electrical work; the electrician who does the job files the permit.
Chelmsford's homes
Tract subdivisions, mill-era North Chelmsford and lake cottages
Most Chelmsford homes are detached single-family houses in tract subdivisions, and the town's population jumped 61% in the 1950s as Route 3 and I-495 turned it into a suburb (master plan, open space plan). The town's 2011 housing plan, using 2008 data, counted 54% of occupied homes as built before 1970, with the 1960s the largest single decade (housing plan).
For an electrician, that usually means original services and panels sized for a 1960s household, too few kitchen circuits, and two-prong outlets in older rooms. Homes around the lakes that started as seasonal cottages may never have been wired for year-round heat.

Center Village
The town's historic and civic heart, and home to the Chelmsford Center Historic District.
North Chelmsford
A former mill area with workers' housing, centered on the historic village of Vinal Square.
East Chelmsford
Along the Lowell line, where the town's early suburban growth began in the 1910s–30s.
South Chelmsford
A small historic farm village along Route 27 and Maple Road.
West Chelmsford
One of the town's earliest farm settlements, where carding and fulling mills started around 1790.
