$50 for up to $1,000 of electrical work, plus $10 per additional $1,000

Fees. Lowell's electrical permit fee page lists $50 for up to $1,000 of electrical construction cost and $10 for each additional $1,000 or part of it. Reinspections cost $50, and if the work was done without a permit, the fee triples. Solar permits use the same scale (Electrical Permit Fees).

Downtown Historic District. Inside the Downtown Lowell Historic District, no city department can issue a permit until the Lowell Historic Board approves the work, and Board approval is needed for exterior work even when no building permit is. Light fixtures are on the Board's list of minor items that need approval without a public hearing (Historic Board permitting guide). The city also has ten neighborhood review districts; check an address on the Board's Address Quick Find or call Board staff at 978-674-1443 before changing anything on the outside of a building.

Ground-mounted solar. Lowell's zoning ordinance requires ground-mounted solar to sit at least 5 feet from side and rear property lines, meet the district's front setback, and stay under 16 feet tall (Zoning Ordinance).

Licensing. We look up an electrician's Massachusetts license before referring them, and you can check any license yourself on the state license lookup.

Last verified November 2026. Fees, restrictions and deadlines on this page are due for re-checking by November 2027. New England Electric Pros is a referral service. We don't pull permits or do electrical work; the electrician who does the job files the permit.

Lowell's homes

Old buildings, several units, several meters

Lowell's housing plan says nearly a third of its homes went up before 1900 and another third between 1900 and 1940, with the oldest concentrated in the city core and Centralville. Most of the housing predates 1960, and 45% of units are in buildings of three or more units (Lowell housing production plan). The state's historical survey traces the types: mill workers' cottages, brick row houses built as boarding houses, and two- and three-deckers from the late 1880s on (MHC survey).

For an electrician, buildings that old can mean original wiring methods behind plaster, fuse panels and small services. In two- and three-family buildings, an upgrade usually involves several panels and the meter bank, so National Grid's process and the city inspection apply to the whole building.

FAQ

Lowell electrical questions

How much is an electrical permit in Lowell?

The city charges $50 for the first $1,000 of electrical work and $10 for each $1,000 after that. A reinspection is $50, and the fee triples for work done without a permit.

Where are electrical permits filed in Lowell?

With Development Services at City Hall, or online through the city's Online Permitting system. First-time online applicants need a contractor/customer ID from the office before they can file.

Does the Lowell Historic Board get involved in electrical work?

For work inside the house, usually not. Downtown is different: in the Downtown Lowell Historic District the Board has to approve exterior work before any city permit is issued, and its list of items needing approval includes light fixtures. Look up your address in the Board's review districts before changing the outside of a building.

Who is Lowell's electric company?

National Grid. A service upgrade goes through National Grid, and it won't reconnect until the city inspection is approved.

What does it cost me to use New England Electric Pros?

Nothing. We don't charge homeowners for the request or the referral; the electrician prices the job.
